Anna Lindh Forum (Network of Networks)


The Euro Med Civil Forum acts as a consultative body1for the Anna Lindh Network and for the Foundation, and is actually a forum for exchange of ideas between the various participants. The one week fiesta is also an occassion to network among the organizations, and to debate strategies for the future development of the Network.

This gathering brings together2all the active and committed organizations from all of the 39 member states once every 4 years for a week of consultations in one of the 39 members states.

Each organization member of the Anna Lindh Network has one vote in the assembly, but so that the overall votes of organizations from one state do not exceed the overall number of votes of organizations from


 However, the Forum ought to have some veto rights over certain categories of actions undertaken by the Network as a whole, or over certain categories of decisions adopted by the Board of the Heads of Networks, or the Anna Lindh Coordinators. This issue will have to be debated first at the Anna Lindh level, and later could be submitted for discussion to a specific workig group of the Civil Forum
for a small participation fee. Travel expenses and lodging could either be covered by each organization, or by a limited grant form the Foundation or from any of the National Networks. Multinational sponsors of the event could provide further assistance in this respect as well (for example carriers, travel agents, etc).

The Assembly of all organizations adopts decisions on actions and strategy, and adopts the 4 years budget, in addition to adoption of formal declarations and ethical codes of conduct for members of the network. The Assembly also decides on the venue and content of the next Civil Forum, based on recommendation of the Chairman of the Euro Med Civil Forum. (Who is also Head of the „Next Civil Forum Committee”. The Euro Med Assembly of civil organizations could also take desicions on any other issue having to do with or is related to the Anna Lindh Network.  

Members of the Civil Forum work all throught the year, by using the website of the Euro Med Civil Forum. Debating and voting can take place also virtually at any time, on the initiative of the Chairman of the Euro Med Civil Forum or the Anna Lindh Chief Coordinator, or on the initiative of at leas 10% of the active members of the Assembly.

However, the grand fiesta and culmination of all dialogue action ought to lie in the event of the Euro Med Civil Forum itself, which ought to also include cultural festivity and hightened media attention. (see more below on the type of projects that could be associated with this event).
